    I've been wondering what these are. Can anyone fill me in?

    Just festivity decorations.
    Same reason we have ppl in each city giving out those fireworks that make city flag appear above your head.

    You can see them all the rest of the year too though, here's a clip of a screen shot that I took about four months ago:

    They started flying lower after meteor weather was implemented, or at least that's what I thought.

    Though during Founder's day the colorful ones come out and fly lower.

    I suspect they are meteorological stations, observation/watch posts, tourist attractions, WIFI antenna, etc.

    I don't know actually, one of the numerous mysterious things of the world. The Balloon Mystery.

    I thought they were the airships that go between the cities. I've seen them come and go from the Crow's Lift in Limsa while crafting.
