They can, but you also have to think:
1. Are they in same house?
2. Are they from same complex?
3. Dual-Boxing+ is against the ToS but more legit players does it these days and started to for Toto-Rak farming and even admitting it on the forums.

we can't dual -box multiple accounts ? that's a crap move on SE part. Each account has to be paid for, people using mules on 1 account would seem far more devastating to the game to me than someone playing 2 single character accounts at once...They can, but you also have to think:

It's mostly because of the fact you can't officially load 2 FFXIV windows at once under the assumption you'll want to do it on one PC (3rd party tool usage) rather than swap between your PC+Laptop or Laptop+Laptop.
