It's hilarious how most people in this thread did not bother reading the OP's idea and straight jumped to what they think he's saying

In a nutshell, yes. ...

2. Is it a cash shop? and does it create money out of nothing?

No ...

3. Is it P2W?

Depends on the game. ...

4. Does it force people to buy items?

No ...

5. Does it inject additional money into the economy?

Naw, no company would do a direct ingame currency to subscription trade like that, as it effectively nets them zero income. Actual money has to be in the equation, as gil is worthless to SE.

Why don't you actually try to articulate why you think the con out-weights the pros?

The PLEX and other similar system isn't going to work for every MMO, but at least try to put some intelligent thoughts into the hows and whys before you default into the relatively thought-less and automatic "omgz cash = rmt = p2w = the end of the world!!!" response.
