Currently TP is based on delay, so after a given time if two classes with different weapons have their delay match up they should have the same TP if they're just auto-attacking. Rates are changed with use of throwing weapons, TP abilities and missing. The new system just evens out everyone's TP generation rate and no longer penalizes you for missing.
This may be out of topic but its not really what I've seen from the footages. TPs are being generated over time, not by your actions anymore. Perhaps it'll be a combination of both but it seems to be more like the energy system in wow or lol now. That said, its pretty much the same as stamina.
