Rukkiri already posted what happened. The trailer shown at the TGS had no lag or whatsoever.
It was an encoding problem when uploading it to Youtube.

The frame rate wasn't the only issue.
We've been waiting since the cancelation of the E3 presentation for this "flood of information" to start.
Now here we are at the last major conference of the year and we still know nothing of value about the game. This trailer was rehashed and old footage. That's far more an issue than the frame rate problem.
And I'm not trying to sound entitled, I'm just trying to be frank about it. A trailer like this doesn't get me excited, it makes me feel like they should push back their release window by at least a year. Still take v1 off line as planned, but just take the time to get v2 right.
