Sorry you're having so much trouble paying paltry sums for arrows.This doesn't really balance out anything at all, you're just shifting where the money has to be spent. And suddenly now Archers may be spending more money than ever before on status effect arrows, especially if they're given over to the crafters who will jack up the price on the most important ones.
It's not about the cost being "justifiable". It's about the cost, period. No one should have to shell out money for their primary attack mechanism. CNJ and THM spells also have status impacts on enemies but no one needs to pay anything extra for them.
I don't think your solution holds water.
