That would be a perfectly fine solution in my opinion.The problem that the developers face right now with gear sets is that they were trying to help out players with inventory space and it got out of hand. The reason that gear sets currently work the way they do is because when a particular gear is part of a gear set it is not included as part of your inventory. The same goes for gear that is currently equipped. So in a sense, you have your main inventory, your equipment menu and your gear sets for extra storage.
What they need to do in order to fix this problem is make it so gear sets just link to items currently in your inventory as opposed to acting like extra storage. The only gear that shouldn't take up inventory is that which is equipped.
