Because unlike all the other useless crap that this game has had (such as the beastmen currency for a long time), the coin actually had a use when it was implemented. Its most likely this way so you don't get a ton of surprise seals dumped on you if you are full or have nothing to spend it on and would otherwise lose out on 25k.

Considering you have to spend 25k to get it, I'm not sure how this would be a problem.
