No, not rightly so. Those who held on to it instead of the trading it in for the promise of lots of shiny seals should be rewarded!
While we're at it, hold on to your old primal weapons, never spend gil and don't leave your inn room. You will surely be rewarded.

It's only good for the 25,000 seals via black market trading.
Because unlike all the other useless crap that this game has had (such as the beastmen currency for a long time), the coin actually had a use when it was implemented. Its most likely this way so you don't get a ton of surprise seals dumped on you if you are full or have nothing to spend it on and would otherwise lose out on 25k.
