This doesn't mean what you think it does. The IEEE 802.3 standards refer to local area networks. It's not about intercontinental data travel, submarine communication cables, ISP standards, etc.

Depending on what data center SE uses, communications are either routed directly to the Western US across the Pacific, or they're routed through Europe and across the Atlantic. No amount of regulations or technology is going to make that data travel at speeds comparable to having the data center be 1/4th or 1/3rd of the distance away from you.
