This really doesn't have anything to do with PvP. In fact, PvP was perfectly playable in FFXI (They compensated for lag by increasing melee attack range so that you could still hit people who were trying to run).

Additionally: I'm pretty sure we will all have the option to stay on our current servers, and I think a lot of current players will. This is not going to have as big of an impact as people will think.
Timezone is a bigger issue for me as well. My story is, back when I was at home more of the time, I enjoyed playing with EU. Now that I work most days, NA are my usual playmates. Unfortunatley in the case of servers being dominantly populated with one region, should my schedule go back to how it was, I'll have very few people to play with.I'm still confused or am I being dumb w.
Will each world have a JP/NA/EU data server or lets say 3 EU 3 JP 3 NA?
Obviously people will choose a server in their region, there for splitting people up.
I'm obviously going to be sad panda because I have made some true NA friends over the years but in the long run it would probably be the best for me, I have had enough of playing through the night end-game lol.
I don't know how they will address the dead times that will occur.
Most players will pick the servers in their regions for better latency. So say if you really want to play with jp players, you'll end up in a server with mostly jp people but none of the NA or EU players. This also has an issue with most likely the time you play is not during jp "peak hour" then you'll be mostly playing in a semi-dead (non populated) world.
I'm sure WoW players would have noticed that since servers are regional, there is this "peak hour" concept that happens usually during evening and at night and the server population would go way down outside the peak hours - making it very hard to find groups to do group content.
If you've played WoW, you'll notice there's plenty of people online at all hours. Yes, there is peak times, but it's not like if you can't play at those times there's nobody to play with. Everybody's life schedule is different.
As I stated previously though. I think most current players will remain on their current servers, thereby making this issue smaller than people make it out to be.
I still have a WoW account and pretty much any time of day even at 3AM, I can queue up for dungeon or raid finder and have a group in a couple mins. Even at weird hours you will see tons of people on the game cause some people work graveyard ect. This is with only NA servers that are in the dungeon finder group since WoW doesn't allow EU/NA/Asia to mix. Most players will pick the servers in their regions for better latency.
