What analyst advised you on this? This will never work. You can't take 1/10th of everyone’s gil and actually think that it will fix the economy. Who buys from NPC's? No one! Who cares if you drop the NPC cost buy 1/10th? Unless you increase the drop rate of HQ items and make it easier to meld items; then the value of what is being sold in the wards will not drop. If something is being sold for 20mil in the wards now; then rest assure that it will be 20mil in 2.0. All this approach does it keep the rich rich and the poor get poorer. So save up everyone!
you realize this isn't touching the rmt at all don't you? if the rmt is selling 1mil for 10% or w/e then afterwards they'll sell 100k for 10$. everyone loses 90% of the gil they have to the gil becomes more valuable. in fact this will increase the people getting stuff from the rmt's since gil is harder to come by. it's the perception is reality.This is a fairly decent way to handle RMT. it's effectively removing 90% of gil from circulation. most of which is probably on RMT characters.
The economy right now is way out of alignment right now anyway. the majority of the gil I make comes from NPC sources. the majority of stuff I buy is from PCs. I'm pretty sure a lot of other people are the same way.
So no gil is really exiting the system. there is also not really any gil sinks to remove money from the system. (and by that I mean things that require you to give gil to NPCs) the biggest one right now is the taxes on the wards. easily remedied through trading.
I personally think this is a good move. This is a classic example of why some people need other people to make their decisions for them.
the higher the perception is that they aren't making progress towards getting gil the higher the chances they turn to getting them in other ways.

You are not losing ANYTHING. Think of it this way;
NOW: you have 10,000gil and a Gysahl green costs 2,500g from the escort NPC
That is 10k/2.5k = 4 .. That is 25% of your gil.
In 2.0 EVERYTHING is getting the reduction meaning that:
You will have 1000gil and a Gysahl green will cost no more then 250g from the NPC
1000g/250g = 4 ... which is 25% of your gil.
25% = 25%
We lose nothing.

Except everyone will still maintain their relative wealth to everything else. If you stop and take a moment to think about it, it's reducing the total amount of gil in the game by 90% but leaving everyone in the same exact financial position they were before 2.0.
No one is being duped, though some people seem to just be incapable of grasping what is actually happening.
