If SE cut the 999.999.999 to 99.999.999 BEFORE they apply the 10% to all the accounts then someone with 999.999.999 goes to 9.999.999 (they keep 1% not 10%). I got no idea how many nice people that might hit, but i couldnt care less about the RMT who would be caught

Why in seven hells would they do that? Those aren't 2 separate processes. Everything related to gil is losing a digit, including the cap. Simple as that. They don't do 1 first and then the next.
