Reduced in proportion to everyone else (same %). Just saying reduced can lead to some bad assumptions on whats happening.

In proportion you have the same amount of gil.

yes, it is a proportional reduction, but it's hard to say that me losing 270mil while someone else loses 300k is really nothing more than a reduction.

you are correct that 2 people lose the same %, but you can't argue that everyone will have less.
