They aren't reducing everyone's gil by a decimal... they are reducing ALL item prices by a decimal and making the new max gil 99,999,999 So I imagine if you have more then that, you will be affected. but otherwise it won't be detrimental

Nope, your losing your gil. So just give it away before its taken.
