The thing is, they had to suspend billing at some point. They're shutting the servers down on Nov. 11th. Because billing cycles for the player base are all over the place, they're shutting down billing services a little over a month in advance so no one pays for time that extends past the final save date or past the server shutdown, because then they WOULD have to pro-rate individual players' time to ARR's launch.
This isn't a "Hey, we here at SE love you guys! Have a month on us!", it's the bi-product of making sure that even if you do have to pay for time into October, which sucks, at the very least you are still able to play and have access to the game and having your character data saved. Anyone with a billing end cycle of October 1st or later would be uncomfortably close to paying either for a day where none of your progress would be saved, or past the day the servers have been shut down.
