LotRO has this and it's bunches of fun. It'd be amazing if SE would add something like this to the game, since I'm pretty sure they can do a better job than Turbine did (not that Turbine did a bad job; quite the opposite, really).

The main thing I would like to see that will never, ever be implemented is a character description akin to to what we had in Neverwinter Nights 1. There are addons in WoW that allow for similar functionality. Just a little area where I can add a small roleplaying description for my character. RP flags would nice, too.

Beyond that, I would like to see a hair stylist option. No, I don't mean an NPC you take your character to to get her glam on. I mean an actual class for PCs (Disciples of the Hand, of course) that allow you to alter another PC's hair color, style, and facial markings. It goes without saying that it would be built in that the players could charge a fee for their service. And just to keep it interesting, you can't alter your own style, it has to be done by someone else. Higher ranks make more styles available. Of course, for this to be truly feasible, they would need to massively expand the available hairstyles...

I vote for instraments , music sheets and a tip box. (mabinogi has these things and its pretty fun.)
vanity clothing for those who enjoy RP w/o being tied to armor.
Barber shop (sorry dreamer your idea has a flaw of trolls not doing the haircut you want.)

a tattoo parler would be nice (fable idea)

taver location players can run a tavern/ inn out from. And have at least 5 fir each city and 1 for each lil hamlet.

Linkshell event halls players can rent out. for meet and greets and holiday parties/ weddings.
