For exp parties, and mog, and ifrit? No, it isn't understandable. You're right. However, when it's something that requires a bit of coordination, like Garuda or CC/AV, then yes, I can see why it's preferred to speak their native language.

From my experience, and the experience of many many people, Japanese don't want to play with any gaijin, so you know what, let them be in their own little ffxiv world, just like irl.
I've had plenty of JP players in my parties, and it's generally without problems. If you actually look at the JP forums, whenever someone recommends regional servers, there are 10x as many posts that disagree with regional servers. So it's hardly the fact that they don't like us filthy gaijin.
