Give it a few days and all the bigger LSs will have theirs then the medium LSs then the tiny LSs can team up. By the end of the week there will be shouts for it and then everyone will have forgotten about it.
I've never heard of anyone getting the Imperial hats at Castrum Novum. I don't believe you.
