Uh they aren't capping parties to 8.
EXP parties are 8 but not raid groups.
They aren't going to LIMIT it to 8, just your exp bonus stops at 8.

They've already released the patch for this....

they've already stated they are going to cut max party size to 8.

this is a good thing, because it prevents the game from being a 15man zerg fest. Now people will need to decide on what classes to bring, instead of choosing 3 mages, and fill the rest with anything.
