Will there be any new playable races in ARR? (play as moogles or bunny eared ppl maybe?!)

Will the devs release notes on new content/events and give some kind of explanation as to what is supposed to happen? IE: Giving some kind of story or purpose to why a bunch of level 50 mobs appeared that don't drop anything.
