macros- combos for DPS - combos for Tanking - skills setup for DPS - skills setup for tanking?
ok, I'll play along.
Don't use marcos for tanking. Macros are best used for switching classes and doing chains of skills that you might need once in a fight, such as a moogle hate macro to pop during the song. (in case you're wondering that's collusion a blm > sentinel > maddening pot, then manually pop steel cyclone.)
As a rule, no matter what job you're on (pld is the exception) you'll find that you have only 5 uesefull abilities from other classes that you can equip. Equip all 5.
So your bar doesn't change between tanking and DPS, your orientation to the mob does allowing you to do the combos you can't do while tanking.

Pop your hate moves whenever possible unless there's a reason to hold off on using Flash/Voke, like pulling initial hate on Garuda's Clones after Ariel Blast, or timing it so your not stuck in animation lock on Coincounters 100-Tonze Swing.
Pace yourself when using damage Mitigation moves. Such as Foresight > Wait for it to wear > Vengeance > Wait for it to wear > Sentinel > Wait for it to wear > Repeat.
And as Molly said use all your DPS moves available to you that isn't on cooldown, unless there is a specific reason to not turn the mob (IE: There are DD's in your party while tanking Ifrit so it's unlikely you'll want to use Whirlwind).

Whatever combo isn't on cooldown isn't how DRG or MNK performs its rotation.
This is true, in WAR's case they're trying to throw everything they got (that doesn't endanger others in the process mind you) at a mob to maintain hate. In DRG and MNK's case they have to watch their hate management, positions, and timing to make sure they don't get killed by something random like Eruption, Bad Breath, or Breath of the Dragon.
