1. There is quite a bit more going on when animations play than just "displays over hitboxes" but I'll let some better equipped say something about that

While physics, lighting and shadows can be toggled, the "advanced animations" such as walking and running are a completely different matter and if you can make one be fluid smooth and polished, and one herky jerky and clipping, and the difference between them is purely aesthetic, then we're right back to the question of "why have the toggle at all if it makes no difference?"
