Shield Charge not working

Party or solo: solo
In-game time: Server time is 1:43 pm
Area and coordinates: any place where combat can take place
Steps:
1. target any enemy or dummy within range
2. press 'Shield Charge'
3. error message 'Cannot use yet'

I have tried changing data centers and zones. I swapped off of Beastmaster and swapped back and nothing is fixing it.

I had same issue today. Did you find out what was the cause?

Edit: Ok, I just realized. In case someone else also finds this thread: Having the Shield unequipped is what causes it.
