It wasn't in game but it wasn't player speculation either. The devs stated the idea behind Arcanist was a support based mage that set magic AoE traps on the terrain. And Urianger's tech-stave was listed in the .dats as an Arcanist weapon.
So they're not gonna address it at all? Urianger is now a mysterious class we can't play just like Thancred and his knife-throwing? lame.
Plus there was an NPC from the alchemist quests that wore the staff and was from the arcanist guild.
The arcanist kind of reminds me of Yuuko from xxxHolic.

I think they made the right choice by allowing Summoner's to use part of the primal's powers. Different summons could have been interesting but its just not FF. FFXII didn't feel right with its Zodiacs.
If they're wanting to give FFXIV a more Final Fantasy feel, its good that they're sticking to FF traditions.

I was slightly worried over the fact that they would only be able to summon carbuncle, but since there's two different types of it, it allows for a bit more customization. The DoT abilities are of course welcomed because no other classes can really do it at this point. I'm glad that even though we can't summon the primals themselves we'll be able to summon this so called "essence", since you can sort of treating as if you're summoning the primal.

So you want that everybody who haven't choosed the arcanist in the char creation menu should do first a quest to get the permission to use a book (like in FF XII)? Everyone who have choosed Arcanist during char creation would have the permission from the start.
But don't do it only for Arcanist, but for every class. You begin as THM and then you need to get a permission (buy it or quest it) to use another weapon type. Each weapon type get a own permission key item.
