Sadly, yes it is.
To give the player a feeling of his character having actual weight and moving naturally, after a jump or a swing of the weapon with full might the character has to find his balance again or build up enough strengh to stand up again after landing on the ground. Basically, it locks your character in place.
If this animation lock is done away with and the characters move freely regardless of them using skills or not this feeling of actual weight is lost as well.

Personally I never had a problem with animation lock and to me it was way more important for my character to look 'real' (even when doing simple stuff like ACTUALLY TURNING AROUND and not just instantly flip around) but I know I'm one of the very few people who think that way
