BLU was quite the challenge to keep within the realm of FFXIV as it is right now.
Keeping to the 3 abilities, 1 weaponskill and 1 15min ability, it would seem like too much of that system would be lost if you made it a 'true' BLU allows access to any enemy spell at enemy time.
I sort of mixed the Mime Job and the Blue Mage job together for this.

Yeah, I tried thinking on how BLU would fit too.

My possible theory was he got his 15 min ability, and 4 slots. and could slot any of his learned abilities in. Quests later on in the BLU questline would relinquish more slots. And a learned spells tab under attributes.

I think a dev said there is no plans for BLU currently anyways, so it doesn't really matter.
