Will level sync end Powerleveling?

Those who want PL will continue as they are. Level Sync changes nothing in this regard.

Level sync will likely catch on with newer players, but the old small playerbase will probably keep Powerleveling around.

I wanted to get in on this and put forth my comments. I do not believe that Level Sync will end the Power Leveling. Take for example, FFXI. They just throw on the level sync and get a healer from outside the party. I see it headed down that road. It will still be PL'ing...just not the way we did it originally on XIV.
