Nope since it will no longer exist unless a ton of people for whatever reason wants it to come back online.
It's a bit confusing for me too, does it mean players who paid for October will get November for free, or people subbed up to at least September 30 will get October and November for free? My current sub runs out on September 29, will I still get the free time?

It means that anyone still with an active subscription on or after September 30th, wouldn't need to pay for the following month of subsription. So if your sub ended on the 29th, you would still need to pay for the following month to be able to play
why bring back the servers online and for what reason and for how long?
I would assume they would pro-rate whatever time is left on a subscription and only charge that amount until the point of no return (server-down). It would be a simple calculation. The "monthly" plans for FFXIV are in fact based on 30 days I believe, rather than calendar months, so it wouldn't be difficult for a simple algorithm to do the math on that.
Just a theory of course. Considering all that has gone on with this game, some time free would be nice too, but I'm a realist at the end of the day.
