Thank you for posting in the Final Fantasy XIV Technical Support Forums!
Your system's Intel Iris Xe graphics solution does not meet the current minimum requirements for FINAL FANTASY XIV: Dawntrail, there may be a few adjustments that can help improve performance and reduce fluctuations in frame rate. Please note that because the hardware falls below the supported specification, we cannot guarantee stable performance or a specific frame rate. The current minimum requirements call for a GPU equivalent to or greater than an NVIDIA GeForce GTX 970 or AMD Radeon RX 480.
If you would like to maximize the performance available from your system, please try the following:
1.Set the game to the "Minimum" graphics preset
Open the FINAL FANTASY XIV Launcher.
Select Config.
Under Graphics Settings, choose the lowest available preset.
2.* Reduce in-game graphical features
Disable or lower Shadow Quality.
Disable Real-time Reflections.
Lower Anti-Aliasing settings.
Reduce Ambient Occlusion.
Lower Character and Object Drawing Quality.
Set Grass and Foliage settings to the minimum.
3. Limit the frame rate
In the in-game System Configuration menu, set the frame rate limit to 30 FPS if available.
A locked 30 FPS may provide a smoother experience than frequent fluctuations between 45 and 60 FPS.
4. Lower Character Display Settings
Reduce the number of characters displayed on screen.
This can significantly improve performance in cities, alliance raids, and other crowded areas.
5. Close background applications
Shut down web browsers, video streaming applications, overlays, recording software, RGB utilities, and any other unnecessary programs before launching the game.
6. Update graphics drivers and Windows
Install the latest Intel Iris Xe graphics drivers available from Intel.
Ensure Windows is fully updated.
7. Use the laptop's highest performance power plan
Connect the laptop to AC power.
In Windows Power Options, select Best Performance or High Performance mode.
Some laptops reduce CPU and GPU performance while operating on battery power.
8. Reduce display resolution further if necessary
If performance remains unstable at 1280x720, try lowering the game's 3D rendering resolution or running in a lower resolution window.
Please keep in mind that integrated graphics solutions such as Intel Iris Xe may experience variable frame rates, particularly in busy areas, large-scale battles, and newer Dawntrail content. Because the system does not meet the minimum supported graphics requirements, some level of performance instability may remain even after optimization.
We hope these suggestions help improve your experience. If the issue persists, please let us know which in-game areas or activities produce the largest frame rate drops, and we will be happy to review the situation further.

I done every step like lower graphic close background apps lower graphics and also reduce other stuff and the only thing i didnt do is reduce fps to 30 i just leave it capped to 41 instead

Please try the provided troubleshooting step which is to limit the frame rate as a locked 30 FPS may provide a smoother experience than frequent fluctuations between 45 and 60 FPS and let us know what happens.
