Buying back your XP would act as an active gil sink for the economy... Something that a decent MMO needs a lot of to regulate itself. With the introduction of chocobos, the ability to pay with anima instead of gil is also a good idea. That being said, the recommendations in the OP aren't perfect. Significantly increasing the death penalty based on the amount of consecutive deaths isn't very constructive. A stronger weakness, plus further risk of XP loss is more than enough to deter players from throwing themselves to their death. You don't need to kick them while they're down and make that lost XP entirely un-recoverable.

Yeah, I recognized that, which is why I said that the 3rd tier of death penalty might not be necessary. But there does need to be a least a small form of escalated penalty to discourage multiple deaths in a short time frame. The 2nd option works well because it's more harsh, but not significantly more harsh.

I suppose another option would be to allow all of the SP to be bought back, but each successive death increases the cost to buy it back. But that could be seen as too harsh as well.
