Orange Scrips vs. What to do: Lost in space...

I don't understand how to unlock level 100 gears (orange scrips). I have all my gatherers at level 100 as well as 3 of my crafters, but no matter what, the maximum gear level I see at scrip exchange is 90.

Based on what I found on the internet, it seems I should complete a quest given by NPC Rhodina in Solution 9: She doesn't have the quest available for me.

It seems also to be linked to custom deliveries in Tuliyollal, but there, no NPCs have any quests available for me either...
Update for that specific point: I found out NPC Donuhanu in Tulyollal. He had a quest for me as a fisher. I did it, then took the next one and the outcome was to unlock Wachumeqimeqi Deliveries.

Help! Could someone explain - slow and clear - what I have to do to unlock level 100 gear by orange scrips exchange?

Before i dig into this too deeply(cause i dont remember off the top of my head), lets make sure we have the easiest answer covered. To be clear, the level 100 orange scrip gear appears on a different menu then the level 50-90 gear. So you are specifically looking at the orange menu and not getting the option for lvl 100 gear correct? The other option being youre looking at the purple menu and not seeing it, which you wouldnt.
