Artemis relic bow aside, Garuda's Spine is probably the best but you can't buy those since they are untradable. Next best for Bard is probably a the Giantsgall bow which you can buy or get as a drop from Skirmish.

The Lieutenant-rank bow should be superior to the Giantsgall bow, unless you manage a crazy meld. Just another option.
