Because pvp sucks and it's in the worse state than before. Back in the days to get into top 300, you had to be in crystal and then you'd be very unsure if you end up in top 300 as you are barely fit enough with just 100 crystal points. So you had to play a lot more.

Nowdays getting to top 300 means that you can be plat 2, diamond 5 and afk there and voila you are top 300 now. Lack of players, entire interest, bad pvp changes, cheaters, so many uninterested things made people go away from this game mode.

There was no top 300 before the datacenter consolidation, just top 100.
By the way current EU ranking has the top 300 start at crystal rating 100 right now, and not plat 2 or diamond 5, even if yes we've had dead seasons where diamond was inside.
But guess what, we've also had seasons where we still had diamonds in the top 100 before the change too.
