I agree in that it's been the official explanation for ages, that all the supposed support it brings should come at a cost in the damage department, but having read some of the more recently explanations it's now obvious and factual that they do balance current rphys in relation to what they consider "easy" and "hard" jobs.
Rphys and SMN are damage taxed because they're considered "easy".
SMN has also seen the justification that it's because of the raise, but RDM has been gradually buffed to overtake SMN in spite of having chain raises.

No matter what justifications SE or people like to come up with to justify the damage tax, being raises, support or whatever, is just smoke and mirrors, because the actual explanation has always been since HW that they do balance jobs around what they perceive them to be on the difficulty scale.

I do genuinely hope they're done with that hypocritical, biased agenda in EC and evolved jobs.
