Unable to access Old Sharlayan Inn during 7.5 Two Worlds Entwined quest

1. Begin the Two Worlds Entwined quest
2. Proceed through the cutscene depicting events in Garlemald
3. After the cutscene, leave the main hall
4. Speak to Ojika at the inn desk

Expected Behaviour:
It is possible to enter an inn room in Old Sharlayan

Current Behaviour:
Ojika has a line of dialogue commenting on the MSQ, and it is impossible to retire to an inn room

After travelling to Garlemald and advancing the quest one more phase, Ojika is restored to the <Annex Administrator> actor with his usual dialogue and interaction options.
