See how long this game lasts if they stopped allowing mods.
It unfortunately wouldn't actually do much of anything. Programs like Denuvo are actually to mitigate piracy way more than cheating as they often force pirates to spend at least part of the launch day of a release cracking it.
Since major releases historically make most of their sales in pre-orders and first week of release, publishers really like slapping it into games.
What's funny is this type of thing is already seen in FFXIV. Players that use heavy mods in the game won't play on most patch days because their precious mods almost always break every update and need to be tweaked to work.
And then the population of console players just don't mod anyway.
What actually gets players to not mod is having the things they tend to add via mods in game, which is why some of us keep begging for a massive overhaul of the character creator. Letting us make far more unique avatars will just erase a ton of that "need."
