Fortunately the recipe isn't that hard. I got impatient and synthed it at R37. I think the recipe itself is only R41, less than the linen yarn and velveteen shirts you're probably doing for leves.

I synthesis one back when I was 38 and it was very tough. Tuna Kabob, Master Buff, Steel Needle+1 and standard velveteen crafting set for weaving back then. Hit instability once and finished with about 7 or so durability. The recipe is not 41 for sure since the skill points back then was nearly 600 points. That makes the recipe at least 43 if not 44 at least.
