I'd love to see #3 there, would make Expert less monotonous and also not make all the non-latest current xpac dungeons hard to queue for separately (by people still doing the story). #1 I could go either way on. It would be nice, but sometimes I queue specifically for NR on the off-chance I get both the tomes and one of my WT's checked off, would be less likely to happen if Trials were also mixed in.

I believe #2 stays separate b/c the leveling dungeons are designed to give lots of xp for characters who are leveling, whereas the "high-level" dungeons (better viewed as "max-level per xpac") give much less xp since they're supposed to be done by people already at the max level.

Could probably do with sub-division roulettes covering certain level ranges for those who want to do content only within a certain expansion, with the caveat being that they still have to unlock all of the content they should have access to based on where they are in the MSQ. (So no cheesing by refusing to unlock something.)
The issue is it can defeat the purpose of the roulettes themselves, which is to increase instances popping for new/returning players doing a run for the first time. If you only want to do content within a certain expansion, you can already queue for up to 5 instances within that expansion.
