Fix How Aquarium Permissions work NOW

When putting up aquariums as a part of an FC house, any member of any rank has the permission to remove them from the tank and when removed from the tank, the fish will be automatically removed from the game. This feels like a massive oversight that leaves an easy vulnerability for any bad actor to abuse.

Why does fish follow the same rules as table food? What do you mean that any person who's a member of the FC has the permission to delete a legendary fish with 3 button clicks? There aren't even any logs in the FC tab so it is entirely untraceable.

At least move editing tanks to be under housing permissions!!!

This reminds me of a funny story. The venue I help run used to be set in a house that some FC allowed us to use. I had the tables all nicely furnished with food, including many items from seasonal events. One day we came in and someone had eaten all the food items, including about $30 in store items.

But yes, you should be able to lock down both food and fish from being destroyed by random members.
