Not sure which fights you mean, OP, but this Savage tier has definitely been a bit weird in general in PF. Even PF on Aether for lower level fights in early weeks were taking a while to fill in comparison to activity with both Light-Heavyweight and Cruiserweight. I've talked to some friends who have looked at numbers saying more people cleared this tier than the other two and it must have been mostly in premade or statics because PF activity doesn't seem to be reflecting that. I'm on phase 2 of 12 myself and I've definitely spent far more time waiting for the parties to fill this tier than actually in the fights. And like you said, you do a few pulls and then it disbands. I think the "passport" on certain sites probably contributed to this. It definitely seemed like people were joining certain prog points to get corpsed up to the next prog point and have their "passport" stamped, then they would leave. I was seeing a lot of that early on. At least the prog parties now do seem to last a lockout or close to it.




The stats don't reflect that.
When I first checked in 2024 (much earlier in the first tier), JP had 30% clears and Aether around 15%, with total based on mount vs minion data being 24.7% and total based on achievements being 29.8%.
When I checked near the end of the first tier, the clear rates for M4S were around 55% in JP, 35% on Aether, 20% on Crystal (20% is the lowest most worlds get), and the lowest was 11% on Kraken.
Those are very high clear rates and don't even count the people who only cleared the first 1-3 floors. The rates this tier are not even close, yet (even by the last LB data), but there is a very long time of this tier left... a good year of it, most likely.

Or just uncap the tomes. Seriously, a weekly 450 cap is just not enough for people right now.

Honestly, that has not been my experience in the EU, at least. DT raids always had issues filling up, even in super early weeks, 1 to 3. I have always cleared all my tiers in PF, and for example, I finished p12s phase 2 with Echo after I took a break due to RL, and while I do remember waiting in PF for some time, it was NEVER this badly, even so late in the tier.
DT raids were always a LOT of waiting, but I do think most of it is due to how strongly everything shifted to favor statics opposed to PF and randos. ERC (euro raiding channel, discord) is super active even now, so late, but PF continues to be super weird with fills.




I've been raiding in both NA and EU. It's way, way, way harder to fill PFs in the EU region. It definitely feels like everyone jumps on the bandwagon on Tuesday and otherwise mostly has a static in EU. It gets really tough to fill parties compared to NA. I'm not saying it can't be hard in NA sometimes, but there's clearly a big difference in the EU region.
Honestly, Tue is the EU's most active re-clear day, but even then, it looks a lot more tame than it used to, back to Pandemonium at least. The ERC was definitely a thing even back then, but less so. It might be that the EU shifted in favor of a lot more organized content, and the change started with the release of Chaotic.
