Because we all know the devs will do it if it means healers are balanced because someone higher up on the corporate food chain tells them to do it... and heed my words.. the higher ups in the corporate food chain WILL tell the devs to do it if it means more money is made in the short term...
The 'higher ups' couldn't tell you the name of the move that 'heals based on % of damage taken', or 'forces a crit heal', and maybe couldn't even tell you the name of the 'AOE attack that stuns'.

As much as 'greedy shareholder/higher-ups' demands for more income can be detrimental to a game, I don't see how they'd reap any financial benefit from making SCH's Art of War also apply a Stun, or giving SGE access to a move that forces a guaranteed Crit. Nobody's going to subscribe to the game because SGE got Recitation, and nobody who is already subbed is going to donate SE more money for no product via Mogstation, just to say 'thank you for giving us SGE-Recitation please take this $10'

If giving all the not-WHM Healers a Stun (or other detrimental effect) to their AOEs were going to give some kind of boost to SE's income, surely they'd have done so by now, given that the Holy Stun has been in the game for 10+ years

Healers feel like they've fallen behind the times, designed for a game that no longer exists. I believe SE can update Healer designs to better fit the modern raiding environment they're now creating, offering optimizations for players to master, while still remaining accessible to new players to the role, all while enhancing Job Identity of each Healer by creating a unique gameplay loop for each individual Job in the role. A 'Role Reborn', if you will. https://forum.square-enix.com/ffxiv/threads/504892 is my attempt to prove this belief is not only 'possible', but a very achievable goal for SE

I agree, it's definitely not higher ups. It is Yoshi-p's decision because he wanted to remove stress and keep things balanced. He does plenty of interviews where it's very obvious that it falls to his decisions, not others'.

We'll see if they continue to use the word "alleviating stress from players" whenever they talk about bringing the sandpaper.

The only hotbar bloat is on Fishers.

You need to remember that people who only think/care about making money and nothing else are NEVER the sharpest tools in the box... they are usually the bluntest tools in the box at best, and at worst they the most useless junk in box that some people just REFUSE to get rid of, but that's about it...

Naoki Yoshida IS one of those higher-ups that I mentioned... and he WOULD make all healers play EXACTLY THE SAME across the board, more-so than than they already are at the moment, if it meant he got more money so he can continue ruining the game until he is forced to deploy his golden parachute, and let somebody else clean up his mess...
