I truly think that Yoshida at this point either

1) Doesn't even know about anything that's not JP
2) Doesn't give a crap about the state of other regions

It's really as simple as these, but I'll be generous and say it's more likely the former, but not entirely absent of the latter. Everyone who's been around long enough remembers the RMT /tell spam by throwaway player names who looked like they smashed their faces into a keyboard that was largely ignored because it was a NA problem, not a JP problem, until Yoshida logged onto the NA servers during a stream or something and received one such RMT /tell in front of everybody.

Even reddit's discussion sub has a thread that's a couple days old talking about the cheating going on in CC right now, and the general consensus is that even outside of PvP, cheaters are largely ignored and even tolerated, but Twelve help you should you drop a cuss word in just the wrong context. Even the highest upvoted comment basically lays out how a notorious BLM speed hacker had still been active for years even after getting caught red-handed.

Honestly, I'm fine with Ranked CC not having exclusive rewards beyond their identical portrait accents with different numbers because of the poor moderation of it. They bring it upon themselves. Yes, people are often hyperbolic when they talk about the amount of cheating and wintrading going on for the leaderboards, but that doesn't absolve them of the fact that it's practically a regular occurrence and there's such a miniscule to no action taken about it. The most I've seen was 'so-and-so was taken off the top 100 mid-season.'

It's not just BLM and few others, there's plenty of them that are using those 3rd party tools or cheating. I mean come on, I saw "famous" streamers who are top 1 rank using plugins to show them when they can stop casting after drinking potion or samurai's abilities. There's more of that. Even those who blame "these guys are cheating" are the ones using tools themselves.

then i want every person with the bean title banned too because i consider an obstacle race a competitive player vs player environment with unique time limited rewards and its nonsense that on xbox i have only won once and everyone else was using the same PC addon to lead them but my own path still won. Like whats up with PC users cheating everywhere? Walk into a yojimbo event and theres a stack of PC bots huddled together lettin the addon make every decision for them, have some integrity! You didnt earn anything you guys purposely flaunt in town.

You wonder why we hate crossplay? PC cheaters cheat! Thats your stereotype. Check any new crossplay shooter review section on microsoft, we haaaaate being matched with PC players and people plugging mouse and keyboard into their xbox using aim assist and macros too. Yall PC people even download cellphone app games through emulators to cheat there too!

Build a wall and lock up all the PC cheaters on the other side, make gaming great again
