IMO the solution would be to lock people out of alliance roulette unless they have unlocked at least the first raid in the highest-level series for the job they're queueing with, assuming they can unlock the raids at that moment.
For example:
lv100 job that has finished base DT: unlock Jeuno to run the roulette
lv60 job that has finished base HW: unlock Void Ark to use the roulette
lv80 job that still hasn't finished ShB for some reason: unlock Rabanastre to run the roulette
I think this would provide the best balance because it wouldn't force people to unlock and run Every Single Raid just to do dailies, but would still push a bit more variety into the roulette. And if you don't want to unlock or run a specific series of raids, you wouldn't be permanently locked out of the roulette, just until you finished the next expansion's base MSQ.
(ie - a lv80 job that doesn't want to unlock the ShB raids would be locked out of the roulette until finishing base EW, which would change the requirement to "unlock Aglaia" instead)
