
Honestly, I was using the connect the Ascians had with Garlemald and that we have some in Winterer. But you might be right that I’m aiming a little too high about it....okay so I told you to think of a smaller answer and to not factor in the 'great winter' that is literally just not part of the story, and your response was to come up with improbably MORE enormous ideas that still use the 'great winter' as a core component. I'm gonna be straight-up here, I think you're aiming about sixteen miles too high on this one and I don't think I can convince you to aim lower.
So instead, if you're so insistent that the Winterers or the Ascians made it, why does it look Garlean? The Ascians loved Amaurot, which this doesn't really resemble in any meaningful ways, and one of the two confirmed members of the Winterers we have is the architect behind the Everkeep and Solution Nine, which is a fundamentally different metropolis. Neither of those approaches would look Garlean, so for your theories to hold, you're gonna need an explanation for why either (or both) of them suddenly went for concrete brutalism instead of their usual signature styles.
