Do you mean Ihuykatumu that starts on the dock in Tulyollal around X16.7 / Y14.1? If it's the case, the IL is 630 (not 660).

Yeah, i can only assume you either found a typo somewhere or you read something wrong. The duty list that i see doesnt actually show any duties with a required ilvl of 660. It climbs up to 650 slowly, then jumps to 670 for the next one. So if youre at 660, youre good for a while(and will have access to better gear before you need to upgrade to continue).

Also, as with pretty much every expansion, if you have either the previous expansion's BiS or end tombstone gear or even the end highest crafted gear, you will be over the item level until about half-way through the next expansion's experience level and can finish that expansion's last #.00 (for Dawn Trail, that is 7.00) level capped Duty and Trial with only some added difficulty.
They generally scale the transition from one expansion to the other so the players with even merchant gear can still progress.
Once you get into the added post-game versions into the expansion, will the previous expansion's high end gear start showing it's weaknesses, however even then you will have access to the free job-gear for the current expansion to get a leg-up on in replacing your old gear (along with the coffer gear you can get during quests and duty-drops/chests while leveling/progressing) as upgrades at basically "no cost".
