And because SE wants a 'polished' experience - whether or not they succeed - that means putting the level threshold high enough to avoid issues regarding the ARR stuff, as well as dungeon weapons such as Lakeland weapons (very pretty and also probably obnoxious for them to do that for every leveling dungeon!).
Even without the ARR gear, new jobs still exist just not at level one, if they could make one weapon that adjusts stat every 10 levels this wouldn't be a problem. But thats going on a tangent here, what about the skills each job has?
Older jobs are more fleshed out at lower levels, while news ones do absolutely nothing than 2-3 gcds at lower levels, that kind of design is not engaging at all.
