    I believe the reason is that they don't produce lower level gear. Which means they do not go below 80 and add a moogle weapon, a Ramuh weapon, a Ravana weapon etc for Viper, nor old artifact gear. They already produced 20 levels worth of weapons for Viper, which is like 3 expansions' worth of them.

    They can still add gear without having it to be specifically onto ARR EX fights, like how NIN was able to wear some striking pieces at those levels.

    That is not how it works, at all. Old ARR trials, at times, gave weapons on normal mode as well, i.e. Garuda (Hard). And because SE wants a 'polished' experience - whether or not they succeed - that means putting the level threshold high enough to avoid issues regarding the ARR stuff, as well as dungeon weapons such as Lakeland weapons (very pretty and also probably obnoxious for them to do that for every leveling dungeon!).

    Even without the ARR gear, new jobs still exist just not at level one, if they could make one weapon that adjusts stat every 10 levels this wouldn't be a problem. But thats going on a tangent here, what about the skills each job has?
    Older jobs are more fleshed out at lower levels, while news ones do absolutely nothing than 2-3 gcds at lower levels, that kind of design is not engaging at all.

    They actually did it with Blue Mage. Their weapon has no stats at all. That is how it is able to start at level 1. Instead of weapon stats, they massively buffed their damage in their traits. However, they can't do this with a regular job, obviously.

    The stat increase every 10 levels could work because they do it with earrings and they stop being useful after a certain level. They could get away with it with gear as well if they restrict the gear to the job.
