The hate problem is more or less something still work in progress.
With the current system wich requires "Stamina" for each class to
perform actions hate becomes a major poblem to keep a firm grip on.

Sometimes Provoke for the GLD just isnt enough, the pugilist has a hate control
ability aswell (wich GLD must learn) as an option, then theres one for Shield too.

Some crazy mages like to spam all kinds of spells & thus generates immense hate within seconds.
Same for archers wich is one of the game heaviest DD's.

The "Fatigue" systems is well bad / good depending on you look at it.
You can still gain decent amount of SP during this effect.
If you hit fatigue it's best to change class or get a leve party & share leve at
the Start location to increase the amoun of bonus & also use the "Guardian" boon for some extra % bonus aswell.

Well the level spots contains both soloble & party mobs, it all depends
on how well you play your class & wich class you solo with.

I dont think there's a better thing than "Trial and Error" to learn the mobs
skills & what they do after a certain amount of hits. (it's more or less the same all the time)
As conjurer / Thaumaturge, the "Sleep" spell is your best friend. (it has many uses if it sticks)

I just started playing i'm a Rank 12 pugilist and I tried doing some rank 10+ leve and behest stuff at the 2nd teir camp in the forrest area (Camp emerald something??) sorry i'm horrible with remembering names.. Anyway almost everything is conning red (tough)? and i cant seem to finish any of the quests solo, and since i cant find any english speaking players (i'm on selbina) i have no choice but to solo everything. Am i supposed to just stay in the 1st area and get less then 100 skill points till i'm like level 20 or something? or am i just doing something wrong? thanks

That's odd. If you set it to 1 star the mobs for leves in Emerald Moss definitely shouldn't be conning red.

Since Gridania is pretty empty, my advice to level faster would be to immediately start following the road south from Gridania. It's safe, aggressive mobs a rarely located near the main road. Be sure to watch your map and check-in at each camp you pass so you can tele to them later. Eventually you'll reach the desert-like Thanalan and will start heading west and south. Make note of when you pass Camp Drybone, as that's where you'll be gaining levels until the high teens. Keep checking your map and following the road and you'll make it to Ul'dah.

Start doing Dryone leves and, when you get them, Horizon leves. Until you're close to R20 it may be hard to solo the Horizon ones. When possible, join behest and try to form parties to do leves. If you get lost or stuck, politely shout in Ul'dah for help. If you're really having trouble fighting, you probably need to upgrade your gear. Check ffxiv.yg.com and see what equipment there is close to your rank. See if you can buy it from the wards, otherwise shout and someone will probably make it for you. Long-term your best bet is to find a good LS that will help you get your gear and do leves with you for SP. Shouting might work for this last issue too, just don't spam the shout channel.
