I think CC had/has and will always have the potential to be SSS Tier side content, but for that it needs the attention it deserves.
I suppose it's just easy to label pvp as 'not fun', it's where 'toxic' people go and 'something not desirable' by the FFXIV Dev team.

Oh well, but at least we can all say, at least we tried!
I may be wrong, but if you're approaching this game with the mindset of WoW’s PvP design then this may simply not be the kind of system you’re looking for.
I also understand that NA players often feel frustrated when they think developers aren’t listening.
However, it’s not accurate to claim that the developers blindly follow whatever the Japanese community wants either.

In fact, things have gone the opposite direction at times.
There were even incidents where two Japanese FFX14 fan sites shut down because of harassment and safety concerns directed toward Square Enix employees.
That alone should make it clear that the developers are not simply catering to one side.

Balance decisions are generally based on internal data and how each job performs in practice, not on which region complains the loudest.
For example, before patch 7.4.5 there were discussions on the Japanese side about bringing back the concept of optimal range distance.
This was a mechanic that existed before the 3.0
Ranged jobs like Bard had to maintain a specific distance (around 15 yalms) to deal maximum damage.
Being too close or too far resulted in a damage penalty.
Some players in the Japanese community actually wanted a system like that to return and apply more broadly to ranged attacks.
The developers ultimately decided that approach wasn’t feasible and instead adjusted melee jobs instead.

So the idea that the developers simply follow whatever one region asks for doesn’t really match how decisions have actually been made.
At this point I’m not entirely sure what kind of system you’re hoping for.
