Literally half of DT MSQ Trials have had Duty Support, trials 1 2 and 5 did, 3 4 and 6 didn't, and you can observe that the ones that don't have are the moments in the story where we don't have enough characters around to aid us, it legitimately feels like they are hung up on the idea that if they can't justify it narratively, they can't have Duty Support for an instance.

I would assume the opposite approach: if they don't intend for a trial to have duty support, they will write the story so the other characters are unavailable – like back in earlier expansions where everyone else was suddenly busy every time you were due to run a dungeon. The writers have been having to adjust scenes to undo some of those early excuses now that trusts have been added.
